In 80-column mode  OUT &H3D8,9
in 40-column mode  OUT &H3D8,8

You lose the ability to BLINK characters, but can then have
high-intensity background colors.

As soon as the screen clears or scrolls then BLINK will be enabled again
(and High background's will be DISABLED).
