Well, I don't know if you have the answer or if this is the
answer but I had the SAME problem.  Here's the deal.  For
some strange reason QB doesn't do something when talking to
the modem so try adding these arguments to the list.

 OPEN "COMx:2400,n,8,1,cs0,ds0" AS 1
                        ^---^------------------THESE

That fixed the problem for me.
